This panel will examine the current threats to cyberspace as an open commons, in particular threats emanating from growing state cyber militarization and security efforts. ¬†The panel will address growing state efforts to shape and control cyberspace for strategic advantage, the growing number of armed forces dedicated to fighting and winning wars in cyberspace, and the escalating tensions in this space. ¬†Finally we will consider whether and how we can conceive of “peace” in cyberspace, and whether the concept of cyber arms control has any merit in this context.
